ROWs

RAP on Wheels or ROWS

ROWS is a professional development service program of the association that is focused on underserved teachers and schools. This is also a key program of the RAP Jubilee Celebration on 2020 wherein 50 ROWS are targeted for completion by said time.

Objective(s):
1. Provide professional development activities in literacy learning to underserved teachers and schools; and
2. Promote the Reading Association of the Philippines and its projects and activities.

Phases of Work:
A. Program Development—involves the development of the course offering that are available for a ROWS seminar.
B. Promotion of ROWS and Identification of Beneficiary –involves the selection of beneficiaries.
C. Planning—involves the assignment of RAP Board Members for specific ROWS events.
D. Execution—involves the actually delivery of the seminar to the target beneficiary.
E. Evaluation—involves the review of the conduct of the ROWS.

Procedures for each Phase:
A. Program Development
1. The RAP Board includes in its regular yearly planning session a review of the existing ROWS courses. During this planning, topics are listed and Board members are assigned to develop courses that are assigned to them.
2. The list of courses (and assigned Board members) are consolidated by the chair of the ROWS Committee.
3. Board members submit ROWS presentations (on PPT) to the chair of the ROWS Committee.

B. Promotion of ROWS and Identification of Beneficiary(ies)
1. ROWS as a project of RAP is promoted during the National Convention and the National Demofest.
2. ROWS is also promoted through the RAP FB Page.
3. A potential beneficiary informs the Board of their desire to have a ROWS seminar in their school by emailing the secretary of the Board.
4. The secretary presents the requests for ROWS during a regular Board meeting for approval based on the criteria for selection.
5. The approved requests are communicated by the secretary or the chair of the ROWS committee.
6. The Board then decides on the Board member who will be assigned for each ROWS.

C. Planning
1. The chair of the ROWS committee facilitates the communication between the beneficiary and the assigned Board member.
2. The assigned Board member determines the date, venue, and specific topic. The transportation and accommodation requirements of the ROWS are determined and are communicated to the treasurer for the disbursement of the required funds.
3. The assigned Board member finalizes with the beneficiary the plan for the ROWS and communicates the final plans to the chair of ROWS.

D. Execution
1. The assigned Board member delivers the lecture and/or workshop.
2. The beneficiary issues the RAP a certificate of recognition.
3. The assigned Board member performs a quick evaluation of the ROWS session.

E. Evaluation
1. All ROWS sessions conducted before a regular Board meeting are reported and the evaluation reports are presented.

ROWS BENEFICIARY QUALIFICATION CRITERIA
1. The requesting school is a public school outside of Metro Manila.
2. If the requesting school is a private school, it can still be a ROWS recipient if it is run by a church organization or a non-governmental organization (NGO).
3. The requesting school must be located in a place that is free from military conflict.

QUICK EVALUATION OF ROWS
The evaluation of the completed ROWS can be guided but is not limited to the following questions:
● Does the school actually meet the qualification criteria?
● Is the topic appropriate for the teachers of the school?
● Did the coordinator of the school effectively organize the ROWS?
● Is the locality where the school is safe?
● Is it a good idea for RAP to conduct a follow-up session for the school?

Since September 2017 when ROWS@50 was launched in Sta. Rosa, Laguna, the Reading Association of the Philippines, Inc. (RAP) has conducted more than 20 ROWS all over the country!
